I have the honour to acknowledge the re-
ceipt of your Despatch No. 179 of the 14th. May, and to in-
form you that I have again given my serious consideration to
the question of the Staff of the Public Works Department, and
am still strongly of opinion that the Department is in urgent need of another Executive Engineer and that neither the appoint-
ment of Mr. Jones as Assistant Director of Public Works nor
the appointment of a Sanitary Commissioner, if it wore decided
to create such a post, has rendered or would render such an
addition to the responsible Staff of the Department unnecessary.
I enclose a copy of a minute by the

Director of Public Works, in which he shows reasons for his
belief that the duties which the new Public Health and Buildings
Ordinance will throw upon him are not identical with and are
independent of the duties to be performed by the Sanitary
Commissioner; and I would invite your attention to his renark
that where, in the Bill finally passed, the words
Commissioner" wore deleted, the words "Board" or "Medical
Officer of Health" were almost invariably substituted; and
